Article's tone might seem laudatory

And if it seems commendatory to you, please do edit as you see fit. At the same time, I wanted to mention that in my professional life I am often critical of the Veterans Benefits Administration (and other components of the Department of Veterans Affairs); although I have worked for VA in the past, I am not an employee now; consequently, I don't think I wrote this draft article with a bias toward praising VBA and their M21-1 Manual. Having slogged through many dense, tiresome, and poorly organized administrative texts, I must say that the Manual is a breath of fresh air. See what you think if you have perused it before. (Of course, you have to compare it to similar texts as it could never rise to the level of a stay-up-all-night thriller. ;-)
