A two-digit Federal Information Processing Standars FIPS code uniquely identiying a state or province within a nation.

(Pardon the stub, I'll add a list of the fips for the 50 US states and for the 13 Canadian provinces when I get back to work Monday (Aug 19) and have the list in front of me)
