To irritate people all you have to do is to first get to know them a little bit and do what they're pet peeve is. or you could just simply make the most annoying sound in the world as denoted on "Dumb and dumber" Eeeeeeeeeeehhhhhhhhhhhhhhhhhhhhhhh....and so on!
