Merger proposal

I'd like to propose that this article be moved to a heading within Concurrency control, e.g. Concurrency Control in Federated Databases. The difference between the two articles is that this one discusses concurrency control in the context of a Federated database system, and I don't see that as a strong enough distinction to warrant its own page.
