Although there are other terms such as internal open source, or progressive open source, inner source is an established in the scientific and industrial context. Other authors use inner source as well, e.g. http://rdcu.be/uqLQ .
I do not think it makes sense to merge these two articles. There are big differences between open source and inner source development, e.g. accessibility (open source is/should be open for everyone, but inner source is restricted to the boundaries of a company), licensing, taxation, etc. The challenges are also different.
