Turbo flutter is the sound that a turbocharger produces when there is not a pressure release valve of sorts present.
The sound comes from air being forced back out through the turbo compressor.
Turbo flutter can also happen if the pressure release valve cannot release pressure fast enough, or if the turbo builds too much boost ( psi made by a turbocharger).
