Generically, a space shuttle is a vehicle which routinely flies between Earth and Orbit.

The Space Shuttle or Space Transportation System was developed by NASA with the goal of reducing the cost of access to space. With the conclusion of the unilaterally declared U.S. Space Race to the moon, U.S. Government officials deemed reduced launch costs a necessary perequisite to sustained manned space programs or projects.
