NetBIOS generally refers to a programming API. In it's early days though, it was a networking protocol. The protocol's API became a de-facto standard. It has since been adapted to work over various other protocols such as IPX/SPX and TCP/IP. The original version of the NetBIOS protocol has evolved into the NetBEUI protocol.
