OpenEMIS is a suite of high-quality open source Education Management Information System (EMIS) designed to collect and report data on schools, students, and staff. The system was conceived by UNESCO to be a royalty-free software that can be easily customized to meet the specific needs of UN member countries.  The mission of the OpenEMIS Initiative is to support UNESCO member countries in developing common database standards for tracking national education indicators, containing high-quality data with adequate coverage and depth to sustain good governance around the agenda of achieving the national and international priorities for education.[1]

OpenEMIS has been designed as a suite of loosely coupled products. These products support data collection, management, and analysis. As open-source solutions, OpenEMIS products can be customized and integrated with existing systems.[3]

As an open-source initiative, OpenEMIS benefits from coding contributions from the larger community. The OpenEMIS Initiative utilizes End-user license agreements and Contributor license agreements to ensure maintenance of standards in the initial phase of product development and that the product remains free from commercialization.

Support

OpenEMIS was conceived and initially developed by UNESCO and is supported through a technical collaboration with Community Systems Foundation (CSF). OpenEMIS is part of UNESCO’s response to Member Country needs in the area of tools for strategic planning.

CSF is a not-for-profit corporation registered in the USA in 1963 with experience in research, design and implementation of information technology solutions for improving human development programmes. One of CSF’s major projects has been leading the deployment of the United Nations’ DevInfo database system to more than 130 countries and regions.

UNESCO and CSF collaborate to support to Member States in the area of EMIS through the provision of policy recommendations, technical advice and technical support on Educational Monitoring and Planning.

The OpenEMIS initiative is backed by an experienced team equipped to assist with training, advocacy materials and technical support activities. Support is available to implementing countries as needed. Support activities include the following;
