WINS is short form of Windows Internet Name Service ,A system that determines the IP Address associated with a particular Network Computer.

WINS support network client and server computers running windows and can provide name resolution for the other computers with special arrangements.

In other words WINS Server dynamically map IP addresses to computer names.This allows user to access resources by computer name instead of by IP address.If you want this computer to keep track of the names and IP addresses of other computers in your network. Configure this computer as WINS Server.
