Plot
The Windsor Protocol is a list created by Adolph Hitler that will help recrudesce the Nazi party. Sean Dillon must find the list and destroy it before it falls into the wrong hands.

It is based on characters appearing in the Jack Higgins novels. It was followed by Thunder Point (1998), also starring Kyle MacLachlan as Sean Dillon and Chris Wiggins as Sir Charles Ferguson.
