I would say not, the author was Harald Damsleth and therefore can't be claimed under CC2.0. The author also died in 1971 therefore the image unfortunately doesn't qualify for {{PD-Art}} as time has not exceeded life of the author plus 70 years, even as a 'faithful photographic reproduction of a two-dimensional, public domain work of art'.
