U+1A19: BUGINESE VOWEL SIGN E

Should this vowel use visual or logical order? @Verdy p: recently changed the Unicode chart to show U+1A19 in visual order (prepending it). This reverses the author's own edit back in July, 2011 to be in logical order, made with the comment "There's NO visual-order exception defined in Unicode for this preposed vowel U+1A19 (unlike preposed vowels only in the Thai, Lao and Tai Viet scripts)".
