Public Education Evaluation Commission
A Public Organization with an Independent Corporate Personality. The Public Education Evaluation Commission (PEEC) was founded in 2013, pursuant to the resolution of the Council of Ministers, number 120 in 22/ 4/ 1434 AH, which specified its structure and tasks. The resolution stipulates that the Commission be a public organization with an independent corporate personality and that it will be responsible for the evaluation of private and public schools in the Kingdom of Saudi Arabia. According to the resolution, the PEEC will report directly to the Prime Minister until the Higher Council of Education starts performing its tasks, and will be run by the Governor of the Commission as head of the Board of Directors who are selected from all educational bodies and authorities, including specialists and representatives of the private sector.
The PEEC represented by its Board of Directors, shares positive institutional interaction with both public and private educational bodies, and is responsible for issuing rules, regulations, licenses, and standards necessary for the evaluation processes in all different stages within the framework of its statute and other relevant regulations.
Introduction
The Kingdom of Saudi Arabia seeks to achieve higher levels of economic development through the steady and rapid transformation into a knowledge-based society under the leadership of the Custodian of the two Holy Mosques, King Abdullah bin Abdul-Aziz Al-Saud. The Kingdom has come a long way to achieve the visions of the leadership and the hopes of the nation for an integral and knowledgeable Saudi society that depends on the human capital of qualified citizens capable of bringing about positive changes.
Governor.
The Kingdom aspires to achieve a knowledge-based economy through the adoption of a distinct quality education. This process is evident from the significant changes made over the years on many different levels that include infrastructure, curriculum development, training, and scholarships as well as establishing the Public Education Evaluation Commission (PEEC), all of which aim to promote investment in Saudi citizens. Public education evaluation is one of the most important processes of educational improvement, as it is a key element in improving all stages and aspects of public education. This is the mission carried out by PEEC based on scientific and systematic principles that follow the most successful international practices and take into consideration the Saudi educational situation. As such, PEEC is part of a transformative executive mechanism that aims at raising the Saudi public education to competitive world-class levels. The evaluation process is based on legislation as well as formal and procedural mechanisms that guarantee institutionalized positive interaction between PEEC and those in charge of public education institutions. The aim is to make a significant leap in the field of education in line with the general vision and policy of the Kingdom in order to support sustainable development and reinforce the Saudi Arabia’s intellectual capital.
Objectives of the Commission
The main objective of the Commission is evaluating public education to achieve the following:
- Improve the quality and efficacy of public education.
- Support the national economy and its development by improving public education outcomes.
Tasks:
For the purpose of achieving its objectives, the Commission will carry out the following:
- Develop an evaluation system to ensure the quality of public education, which shall include standards and key indicators as well as a national qualification framework for public education, in addition to any related procedures and forms.
- Develop advanced standards for public education stages to measure performance efficiency at the institutional and program levels.
- Develop curriculum standards and determine knowledge and skills to be acquired by students at each stage.
- Carry out periodic performance evaluation and accreditation of state and private schools based on the criteria set by the Commission, whether performed by the Commission, through outsourcing or in collaboration with specialized entities.
- Develop and implement standardized national tests at every educational stage.
- Establish controls governing the quality of all elements of education and publish appropriate reference guides.
- Set professional standards, competency tests and license requirements for professionals working in public education.
- Evaluate programs implemented in state and private public education institutions.
- Conduct and promote relevant research and studies.
- Publish results of evaluation and accreditation carried out by the Commission as well as information and data related thereto,
- Issue relevant journals, periodicals, books, brochures, reference guides and pamphlets.
- Communicate with similar institutions abroad to benefit from their experience and expertise.
- Grant licenses to evaluation and accreditation entities.
Main strategic directions
These strategic directions stem from a future vision that aims to achieve economic development by improving the quality of education and its practices to reach a high level of quality education, improved curricula, an attractive educational environment that motivates and promotes learning and creativity, effective school leadership, and qualified teachers.
