The principle behind this page is best described with an example:

"Alberto" is a fluent Spanish speaker who wants to practice writing in English. Alberto writes a draft of an article for the English Wikipedia about his hometown. He posts a link to his draft in the section "Spanish" under the subsection "I am learning English". "Beth" is a fluent English speaker who wants to practice writing Spanish. She writes an article for the Spanish Wikipedia about her favorite tree. She writes to Alberto and offers to edit his English if he edits her Spanish. Once they are done, Alberto adds his article to English Wikipedia and removes his entry on the tandem page. The result: two new articles for Wikipedia, and two people who have improved their writing in the language they are learning.

What this is not for

1. Copyrighted materials! Copyrighted text is still copyrighted in translation.

2. Machine translations These are very confusing for readers.

3. Anything not intended for a Wikimedia project Although most people will write for Wikipedia, anything for other Wikimedia projects is also acceptable. However, your homework, your advertisement, or anything else not intended for Wikimedia is not allowed.

4. People who have not edited Wikipedia before If you are new to Wikipedia, welcome! We recommend that you practice editing in your primary language first to learn how to write for Wikipedia.
