Sir Stephen Edmund Phillips (born 10 October 1961), styled The Hon. Mr Phillips, is a British High Court judge.

He was educated at The King's School, Chester and University College, Oxford.[1]

He was called to the bar at Gray's Inn in 1984 and became a bencher there in 2006. He was made a QC in 2002, deputy judge of the High Court from 2008 to 2013, and judge of the High Court of Justice (Queen's Bench Division) since 2013.
