Problems of Onomastics (previously Problems of Toponomastics, alternately Questions of Onomastics, Russian Вопросы ономастики) is a peer-reviewed academic journal that covers onomastics. The journal is included on the list of scientific periodicals approved by the Russian Higher Attestation Commission.[1]

History

The journal continues the traditions of an eponymous periodical collection of scientific articles edited in Sverdlovsk, which became an important forum for the study of proper names in the Soviet Union from 1962-1991.[2] This first incarnation of the journal was, according to Mihály Hajdú, the first academic journal of onomastics in the Soviet Union, though she incorrectly gave 1971 as the first date of publication.[3] The earlier journal had begun in 1962 with the slightly different name, Problems of Toponomastics.[4] The current incarnation of Problems of Onomastics was established in 2004 by the Ural State University (now Ural Federal University) and the Russian Language Institute of the Russian Academy of Sciences as a periodical dedicated to linguistic studies of proper names. The current journal, Problems of Onomastics, has inherited more than its name from its previous Soviet-era counterpart. The journal's website now hosts freely downloadable reprints of all issues of the previous journal, as well as allowing delayed open access to the current journal.[5] The first editor-in-chief was Aleksandr Matveyev, until his death in 2010. He was succeeded by Elena Berezovich.

Problems of Onomastics is a joint publication of Ural Federal University (under their Ural University Press imprint) and the Russian Language Institute.[6][7]

Ural Federal University

Ural Federal University (Уральский федеральный университет) is a public university founded in 1920. Research journal publisher Elsevier has described Ural Federal University as "one of the top ranked scientific centres in Russia," saying also that, "Over the years, UrFU, one of the leading Russian universities, has focused on increasing the quality and quantity of its research output with the aim of increasing its position in the world research rankings."[8] The University has academic partnerships with institutions in thirty countries on five continents,[9] and it is ranked in the 80th percentile (2205/11,307) by 4 International Colleges & Universities.[10] QS World University Rankings rates the University higher, in the top 550 overall, and at #80 among BRICS nations.[11][12] According to topuniversities.com, Ural Federal University has more than 45,000 students, and "Internationalization of educational and research activities is one of the priority directions of the University development."[13] Eight journals published by the University, including Problems of Onomastics, are recommended by the Higher Attestation Commission of the Russian Federation, the body that oversees awarding of advanced degrees.[14][15] The University is also working with Elsevier on the development of 6 journals to be indexed by Scopus.[14]

Russian Language Institute

The V.V. Vinogradov Russian Language Institute of the Russian Academy of Sciences (Russian: Институт русского языка имени В. В. Виноградова РАН) is a research center for the modern Russian language. Its activities include assessment of speech innovations in comparison to speech norms and codification of the language in Russian literature. Their output from these endeavors has included dictionaries, monographs, computer collections and databases, as well as a large historical Russian music library. They also provide a reference service of the Russian language.[7] The Institute publishes thirteen academic journals, including Problems of Onomastics. In addition, the Institute published 22 scholarly books in 2013 and 27 in 2012, with many more in previous years.[16]

Publication policy

The journal is published twice per year. It covers problems of theoretical, regional, and applied onomastics and terminology. It also publishes reviews of publications in onomastics. The majority of articles are dedicated to Slavic, Uralic, Turkic, Romance, and Germanic onomastics, toponymy, anthroponymy, and other classes of proper names, but it is open to research from other domains. Articles are published in English or Russian, though the journal accepts papers written in German, French, Polish, Czech, Bulgarian, and Serbian for translation into Russian.[17] Preference is given to articles covering onomastics in the Slavic, Finno-Ugric, Romance, and Germanic languages.[5]

Articles submitted to the journal undergo a double-blind peer review by at least two members of the editorial board, and when necessary, by other reviewers with "relevant experience and expertise."[17] The editorial board consists of 22 members. Seven of the members are affiliated with the Ural Federal University. Of the remaining fifteen, another seven are from countries other than Russia (Austria, Finland, Germany, United States, Serbia, Poland, and the Czech Republic).[18] The journal follows a code of ethics that describes the responsibilities of the authors, editors, and peer-reviewers.[19] This policy follows the standards set forth by The Committee on Publication Ethics (COPE),[20] an international organization based in the UK, consisting of 9,000 academic journal editors and publishers, to promote ethical conduct in research and standards among academic journals.[21]

Listing and indexing

Problems of Onomastics is listed in Worldcat and (with a review) in Index Copernicus.[22][23] Articles from Problems of Onomastics are also indexed in the Russian Science Citation Index of the Scientific Electronic Library.[24] The journal is also listed by the Higher Attestation Commission of the Russian Federation as one of the 2,269 academic journals in which it recommends graduates with advanced degrees should publish their thesis research.[15]
