Please Clarify "WSDL can describe REST"

The article states that WSDL can be used to describe REST services. I would like to see the authors substantiate that statement. I would also like to see them quantify it: do they mean that WSDL can be used to describe _all_ REST services? Do they mean that WSDL version 2.0 can be used to describe _some_ REST services?
