LEEDIR Large Emergency Event Digital Information Repository, is an eyewitness photo and video platform that can be activated for FREE by law enforcement and relief agencies during a major emergency event. Immediately after activation, the LEEDIR mobile app for iphone and Android, and website web application are available to receive photo-sharing and video-sharing uploads from eyewitness citizens. Expandable cloud server infrastructure is launched and ready to process virtually unlimited amounts of photo and video submissions. The LEEDIR application platform is powered by industry-leading providers CitizenGlobal and Amazon Web Services. The administrative media management/analysis interfaces for participating agencies are also made available.
Shortly after the Boston Marathon bombings the importance of social media and additional civilian information was realized for aiding and informing law enforcement and emergency response teams in their effort to solve crimes and aid in large scale natural disasters.[1]
LEEDIR was created by a team of developers at CitizenGlobal and launched in April 2014 with a simulation exercise led by the Los Angeles Sheriff’s Department (LASD).[2]

History
LEEDIR was developed as an innovative approach to upload eyewitness photos and videos in the event of a major act of terror or natural disaster. The collaborative efforts of the Los Angeles County Sheriff's Department, CitizenGlobal and Amazon Web Services resulted in the launch of LEEDIR in April 2014. The LEEDIR eyewitness platform was launched via a simulation exercise led by the Los Angeles County Sheriff’s Department. Photos and videos were submitted and analyzed over a three-hour window. The purpose of the simulation was to test the effectiveness of the system, develop a comprehensive workflow for real-time scenarios, and receive feedback from simulation participants. The exercise was a success and LEEDIR was officially launched for all state, local, and federal law enforcement agencies. In order to activate the LEEDIR platform, the event has to meet certain criteria as described on the website LEEDIR
The platform was first tried by The Santa Barbara County Sheriff's Office following a spring party in Deltopia, California that resulted into violence that injured dozens of civilians and police officers. [3]
