Program Executive Office: Command, Control and Communications-Tactical (PEO C3T) is a United States Army procurement office.
Overview
The Program Executive Office for Command, Control and Communications-Tactical (PEO C3T) provides U.S. Army Soldiers with the computer systems, radios and communications networks in support of combat operations. They develop, acquire and field to all Army units a range of products including specialized software applications, generators, radios, computers, servers and communications systems; and integrate these systems together so they function seamlessly; while providing on-site training and support for the systems deployed worldwide.[1]
Headquartered at Aberdeen Proving Ground, Maryland, the Army's Program Executive Office for Command, Control and Communications Tactical's (PEO C3T) capabilities and support staff reach warfighters at locations across the globe.
The organization is responsible for six Project Management (PM)/Product Management (PdM) offices who play a key role in the design, acquisition, fielding and support of fully integrated and cost-effective C4ISR.
Assigned to the organization is PM Mission Command (MC), Project Director Network Enablers (PD Net E), PM Warfighter Information Network-Tactical (WIN-T), PM Tactical Radios, Project Manager Joint Tactical Networks (JTN) and PM Joint Battle Command-Platform (JBC-P). Also included is the Military Technical Solutions Office, the Readiness Management Division, Business Management Division and Technical Management Division.[2]
Organizationally PEO C3T falls under the United States Assistant Secretary of the Army for Acquisition, Logistics, and Technology (ASA(ALT).
Organizations
Project Manager Mission Command develops, deploys and sustains integrated mission command software capabilities to the Army and joint forces. PM MC’s support ensures tactical and other unit types are efficiently fielded, effectively trained and professionally supported, and includes the areas of maneuver, fires, sustainment, airspace management and air defense. PM MC successfully implements both near-term deliveries to current software baselines and longer-term development to enhance mission command capabilities by using a disciplined and responsive development process.
PM MC also procures a common hardware computing baseline used by a broad range of Army products.
Project Manager Joint Battle Command-Platform provides leaders and Soldiers with the mission command and situational awareness capabilities that have fundamentally changed American warfare, drastically improving our capability to execute full spectrum operations. PM JBC-P products include computer hardware, software, communications and network management infrastructure to form an integrated system. JBC-P will be the principal command and control system for the Army and Marine Corps while providing users access to the tactical information necessary to achieve information dominance over the enemy.
The Project Manager Joint Tactical Networks develops, enhances and maintains all current and future joint networking waveforms and network managers. The PM JTN will provide best value to the services and taxpayers through:
Management of open development standards
Hosting a library of certified waveform and network management software developed with government purpose rights and accessible by radio hardware developers to assure interoperable tactical communication networks
Promoting competition among vendors to drive down costs
Leveraging new technologies and capabilities to enhance joint networking products to address emerging threats and future requirements
The result is an unprecedented level of joint interoperability for tactical networks utilizing software-defined waveforms while leveraging the advances in commodity-based hardware solutions to continually foster a competitive marketplace to deliver better products and drive down costs.
Project Director Network Enablers provides the products that serve as critical enablers for the Army’s tactical communications and data network capabilities. PD Network Enablers ensures the security and fidelity of the information transmitted across the network; simplifies Warfighter and first responder network tasks and operations; and streamlines the delivery of hardware and software solutions to meet changing technology needs.
Project Manager Tactical Radios enables tactical communications by providing a range of products that are capable of terrestrial and celestial communications. There are four Product Managers (PdMs) within PM TR - Product Manager Airborne, Maritime Fixed Station (PdM AMF), Product Manager Handheld, Manpack and Small Form Fit (PdM HMS), Product Manager Mid-tier Networking Vehicular Radio (PdM MNVR) and Product Manager Network Systems (PdM NS).
PM TR’s acquisition mission is to develop and field the next generation of software-defined tactical radio systems, while also fielding and sustaining legacy/current force tactical radio systems. The tactical radios team supports the Army and other services by providing the right radio, at the right time, in the right place.
PM WIN-T provides the communications network (satellite and terrestrial) and services that allow the Soldier to send and receive information to execute the mission. Information is the element of combat power that allows commanders to magnify the effects of maneuver, firepower and protection. WIN-T is the transformational command and control system that manages tactical information transport at theater through company echelons in support of full spectrum Army operations.
