I don't find min(m,n) very clear can someone define this. Is it simply lesser of the two parameters? In any case it would be good to define this someplace.

m is the number of rows, n is the number of the columns in the matrix. Since the matrix can't more pivot positions than either rows or columns, its dimension can't be greater than any of these numbers either.
