VSPC was for customer computers

VSPC was a programming environment that ran under MVS and VS1, and I think, VSE on customer computers. It provided a virtual operating system that was portable across the various host operating systems, and that had far less overhead per user than TSO had under MVS. I am unaware of VSPC being offered as a service in the US, though it may, for all I know, have been a service in other countries. — Preceding unsigned comment added by John W.
