The algorithm can't be deciphered without prior knowledge

What is 'I^c' ? What is 'c'? What is 'component' ? What is operation |<r, A>| ? How 'x' defined in step 7?

There are many algorithms that solve this problem, and most of them claim to be "the fastest". I think this algorithm is potentially useful for some communities, but not for wikipedia (for example, very few of the competing methods have pages on wikipedia), so I'm not sure this page should be here.
