Gender and Security Sector Reform is an emerging subfield of Security Sector Reform (SSR) in both practical and conceptual terms. While the term SSR has no universally agreed definition, in practice it is generally used to refer to a comprehensive framework within which part or all of a state's security sector undergoes a process of transformation in order to bring it more into line with principles such as democratic oversight, good governance and the rule of law. <INSERT OECD DAC REF HERE>
