The Education for All Jomtien declaration was signed in 1990. Following that Bangladesh being one of the nine most populous illiterate nations, these nine countries also signed second EFA Declaration in 1991 known as Delhi Declaration of EFA. At that time Bangladesh had less than 80% gross enrollment in primary schools and the grade repeater rates and school dropout rates were were very high. Over 40% dropped out of primary school without completing the 5 year primary school (World Bank GEP Staff Appraisal Report Gr2118 BD; Sedere 1991 GEP Project Status Report). By the time of the EFA Jomtien Declaration Bangladesh was also was ready to implement the 3rd World Bank credit for education, the General Education Project (GEP Cr2118BD). The GEP was (1990 December - 1996 December) was an umbrella project with all education sector development partner participation and was then the largest education project in the world, with SDR359million or US$460million. This umbrella project mobilized the education sector in total. The World Bank funds covered the Dhaka, Bharishal, Khulna, Rajshahi and Sylhet Divisions and the Asian Development Bank funds covered the Chittagong Division. The Sweden (SIDA) and the |Netherlands (DGIS) and the Norwegians were supporting with grant funds many experimental programs such as Non-Formal Primary Education, the Satellite Schools, Stipends for Girls education (Sedere M. Upali, GEP Project Reports 1991- 1996). The UNDP, UNICEF, UNFPA were financing studies, school mapping, curriculum development etc and Unesco also was providing technical assistance to UNDP component. GEP built 10,000 new low cost schools and renovated 27,000 primary schools, actually replaced the old buildings with new buildings. All Primary Teacher Education Institutes (PTIs), 53 PTIs were provided with many facilities and up-graded. The entire primary school curriculum was revised and new Competency Based curriculum was introduced in schools, All primary school teachers were given curriculum dissemination training. Regular upzila based Sub-cluster in-servicve training for teachers was introduced and instituionalized. The Project Monitor of the Wold Bank Dr. Upali M. Sedere and the World Bank Task Manger Tom Schmidt of the Project were regularly monitoring all the components of the project and established the culture of Joint Supervision. All Development Partners had joint supervisions and prepared a common aide memo to the government. These were the actual recent history that changed Bangladesh Primary Education Sector. By 1996, Bangladesh well on its way to achieve all EFA targets. Dr. Up[ali Sedere also wrote the first World Bank Policy Paper introducing Non-Formal Primary Education (NFPE)Policy which Bangladesh Government implemented and it was the first time that Government of Bangladesh funded 14 NGOs to implement NFPE programs. There were so much of government efforts and introduced Universal Primary Education laws in 1993. Revised and implemented the teacher recruitment rules facilitating 60% females at every new recruitment of teachers. These have made a significant change in Bangladesh primary education and today Bangladesh is no more an illiterate nation. At least the younger generation has achieved high level of literacy.

Following these the education sector investments was developed along the Education Sector Wide Approach (SWAp) and the first program was operationalized as Primary Education Development Program (PEDP) in 1998. Since then PEDP approach is the approach the entire world followed/ PEDP was the first SWAp program in the world. Today Bangladesh has completed PEDP-1, PEDP-2 and getting ready to implement PEDP-3.
