Tatkal scheme
The Tatkal Scheme is a scheme introduced to the Indian Railways by Railway Minister Nitish Kumar in Sleeper Class, AC Chair Cars, 3 Tier AC and 2 Tier AC Classes in almost all Mail/Express trains in India.
Features
- This scheme is to meet the urgent travel requirements of passengers who plan their journey at short notice. These tickets can be booked even on the internet.
- Tatkal Booking starts one day in advance excluding the day of journey eg for a journey on 3rd, bookings would open at 10 am on 2nd.[1]
- However, the day of journey is defined as the day of chart preparation. So if the train starts e.g. on 3rd, and reaches the desired boarding station on 4th, the Tatkal booking will start on 2nd and not 3rd.[2][3].
- Copy of identity is required to be produced at the time of booking the ticket. However as of February 11th 2011, the passenger will be required to furnish ID such as a PAN Card, Passport, Driver's Licence, etc. during the actual journey.[4]
- There will be no separate Tatkal train defined. Non-utilised Tatkal tickets are released to wait-listed passengers. Tickets in this scheme can be cancelled but no refund is made.
- In those trains and in those classes where average utilization of Tatkal accommodation during peak period i.e. April to September is 80% and above, Tatkal charges applicabale during peak period will be charged throughout the year i.e. for both peak and non-peak periods.
- AMENDMENT IN TATKAL RESERVATION SCHEME EFFECTIVE FROM 21.NOV.2011: The Advance Reservation period (ARP) of Tatkal scheme has been reduced from 2 days at present to 1 day excluding the day of journey from the train originating station.
- Tatkal ticket will be issued on production of one of the eight prescribed proofs of identity. For this purpose, a self attested photo copy of the identity card on which the passenger proposes to travel shall be attached to the requisition slip. The details of the identity proof shall be captured by the system and indicated on the reserved tickets as well on the chart. It will not be mandatory for the passengers to go to the counter to book the Tatkal ticket, however, the proof will have to be sent in the aforementioned manner. During the journey, the passenger will have to produce original proof of identity indicated on the ticket. In future, when AADHAAR is operational, the issue of Tatkal tickets will be linked to AADHAAR[5]
Fraud with Tatkal Scheme and Prevention Measures
Comptroller Auditor General has notified that there is apt proof of misuse of the Tatkal scheme via manual intervention. The website goes down at 8 am sharp daily for a few minutes and reopens after a few minutes. By that time all Tatkal tickets are sold out.[6]
On 29 June 2012,V.K.Gupta, Northern Railway General Manager stated that dedicated counters with separate time slots are planned for tatkal reservations soon to prevent misuse of the scheme.CCTVs will also be provided for keeping an eye tatkal ticket seekers.[7]
As a preventative measure and in order to improve the delivery of tatkal tickets to passengers, the Ministry of Railways has changed the timings of tatkal bookings from 8 AM IST. Beginning July 10, 2012, tatkal booking, for all the trains, will open at 10 am, on the previous day of journey, at the train's originating station, instead of 8 am. Besides, tatkal bookings will be closed for agents for initial two hours. No authorised agents, including agents of IRCTC and others, will be allowed to book tatkal tickets from 10 am to 12 pm.
