Syntax

| anchor = HTML section anchor, if different from name (for cases with special characters or duplicate section names). 
           This follows the # in your address bar when clicking on the section name from the TOC.
| name = Name of the proposal
| number = PD Reference number (1, 1.1, etc.)
| active = # of active arbs
| support = # of Arbs supporting (including 1st/2nd conditional votes)
| oppose = # of Arbs opposing
| abstain = # of Arbs abstaining
| pass = "fail" (without quotes) if an alternate version of the proposal is passing. This will override the automatic pass/fail calculator.
| notes = Use <ref> tags here to mark special circumstances (An alternate is passing, passing due to abstentions, etc.)
