HTML+SMIL should actually given its more correct title of HTML+TIME which is a Microsoft-specific technology (limited to Internet Explorer and the Windows platform) that was meant to provide browser support for a subset of the Synchronized Multimedia Integration Language standard.

As the SMIL standard was created to be an open global standard which is browser-, platform-, language- and device-neutral it is difficult to see the real point of HTML+TIME as it cannot be integrated with any of the existing multimedia plug-ins.

The official W3C SMIL standard has been implemented to varying degrees in many of the standard commercial multimedia players such as RealNetworks RealPlayer, Apple's QuickTime Player and Nokia's Multimedia Player as well as a host of Open Source players.
