Downsampling image files

Should downsampling of image files be encouraged, as the project page currently suggests? A parallel page in Wikimedia Commons actually mentions downsampling as a common problem that should be avoided by file uploaders. A related question is how to evaluate image files - should it be always done according to the 100% view (full resolution), or not necessarily? I think it is important to try to reach a consensus on these issues. At the present state it seems that the matter has never beem seriously discussed in Wikipedia.
