Just as you shouldn't judge a book by its cover, you shouldn't judge an article solely by it's title. If you don't like an article's title; you should read the article carefully, consider the neutral point-of-view, and even discuss, assuming good faith, on the article's talk page, the article before attempting to delete or move the article.
Usually, there is more to every article than meets the eye. Even if it is a short and poorly sourced article, you should give the creator(s) the respect of reading it. You may find that a notable topic is being obscured by a poor choice of title, or that your assumptions about the "correct" title had already been considered and decided against.
