A Program Manager is like a shell (explorer in Windows). See this link [1] for a picture of Windows 3.1. As you can see the Program Manager is the screen in the back. It is the desktop and will have icons like the normal Windows' desktop (the icons may not be visible but the names of the icons are but the there is not much difference from the icons in the accessories folder). It does not have a "taskbar" like the Windows Operating System but has menu to launch applications, files, and folders.
