Vehicular Emergency Data Set and U.S. Next Generation 9-1-1 initiative.

I added info about these two items. Note that Next Generation 9-1-1 is an initiative currently underway in the U.S. If similar initiatives are underway in other countries, information about them and their use of AACN data in whatever form would be a good addition to this article.
