Priority encoder

I want to add a bit about a priority encoder, but this page needs a bit more explanation that I don't have time to write right now. A priority encoder is an encoder for which some inputs take priority over other inputs. For example, with inputs a, b, c and d, if a is 1, then a priority encoder might disregard the inputs b, c, and d. A priority is assigned to each input so that when two or more inputs are simultaneously active, the input with the highest priority is represented on the output.
