CSS was suggested in 1994 by Håkon Wium Lie. XSL started off as an attempt to bring the functionality of DSSSL, particularly in the area of print and high-end typeseting, to XML. A W3C Working group on XSL was started in December 1997. Originally XSL had both presentation and transformation capabilities but a new standard was then created and thus XSLT was empowered for more robust transformational operations.
