Great start with this article! The biggest thing to improve it at this point is citing sources. Pretty much all the information in the article ought to be traceable to the specific source it comes from.
Some other improvements could include:
- Adding wikilinks to other articles as appropriate throughout the article.
- The lead should be more specific. It should give readers a good short overview of what mobile source air pollution is, and how it is regulated.
- Converting the bullet points in the first section to normal prose, and or possibly have each bullet as a subsection, and add a bit more on how each of these is regulated.

Comments on recent changes
Great start on the article. I like the outline for the most part, I think you cover all of the main points. I might think about putting your section regarding regulating agencies before the section on regulatory laws and standards. That may help people understand where the laws and standards are coming from. Also- there is a lot of jargon or language that makes it hard to read. Your information is good, the language simply did not hold my attention or make your points explicatively clear. Beyond some rewrites for language I would also be sure to add some links to other wikipedia articles. I know it's already been labeled an orphan but I thought I would point it out again.
