Seventh Framework Programme
The Seventh Framework Programme (abbreviated FP7) is the upcoming (2007-2013) Framework Programme for Research and Technological Development set up by the EU in order to fund and promote European research and technological development. It is a collection of the actions at EU level. As was the case for FP6, its main objective is to further the construction of the European Research Area. Its specific goals are fourfold:
- To gain leadership in key scientific and technology areas
- To stimulate the creativity and excellence of European research
- To develop and strengthen the human potential of European research
- To enhance research and innovation capacity throughout Europe
The total budget for FP7 (but excluding the Euratom FP7 actions) is 73 billion euros (short scale) over 7 years.
FP7 Programmes
Four specific programmes were created to address the corresponding objectives. In addition, 2.5% of the budget are dedicated to the non-nuclear activities of the Joint Research Centre.
Cooperation (61% of the total budget)
Any transnational research activities can be funded within this programme. The following nine thematic priorities have been defined (in order of budget assigned):
- Information technology
- Health
- Transport (including aeronautics)
- Nanotechnology, materials and new production technologies
- Security and space
- Energy
- Environment (including climate change)
- Food, agriculture and biotechnology
- Socio-economic sciences and the humanities
This programme also includes cooperation between the EU and third countries.
Ideas (16% of the total budget)
Creation of an autonomous European Research Council.
People (10% of the total budget)
Training, mobility and the development of European research careers (includes the Marie Curie actions).
Capacities (10% of the total budget)
Create research infrastructures, regional research-driven clusters, stimulate the research potential in the EU's "convergence" regions.
