Deprecation of language tag characters

Anonymous user 217.184.142.51 added a not about the deprecation of the language code characters. The prop list still shows only a few characters deprecated. It doesn't look like those characters will be deprecated at least for 5.1. I doubt they would be deprecated ever since some parts of glyph rendering are not possible without determining language. Suggestion - Explanation of Unicode definition/source

As I read the article, I wondered who defines Unicode, or certifies or sets its standards? A section or reference to the standards controlling body for it would be helpful. The lack of that is like talking about the Wireless-A+B+G+N standards and not mentioning who defines/sets them (IEEE).
