Deprecation of language tag characters

Anonymous user 217.184.142.51 added a not about the deprecation of the language code characters. The prop list still shows only a few characters deprecated. It doesn't look like those characters will be deprecated at least for 5.1. I doubt they would be deprecated ever since some parts of glyph rendering are not possible without determining language.
