Keep I think an article just about string manipulation is warranted as it is a varied and complex topic. An article that covers the basics of string manipulation as well as the type of tools that exists and specific issues that are applicable to various programming languages can be a resourceful addition. This is a notable enough topic to have its own article. I don't think it should be included in the existing article on strings because of article size limits and because there is precedence for this kind of sub-topic have it's own article.
