Unofficial Definition: A gobbledygook which loosely means the non-homogenous collection of the following items- An IDE called Code Composer Studio,a damn good royalty free RTOS called DSP/BIOS, starter-ware called Reference Frameworks, super smart coding guidelines and API's called XDAIS(eXpressDSP Algorithm Interface Standards),inter-operability features, 90 day evaluation tools, and TI documentation. Dont search it, its not one entity. Dont seek it, its not the destination.
