Syntax/Usage of Tag

I clicked on the incomplete tag (stating that the articel was not yet rated) and was redirected here. I was hoping that I would find information on how to construct and add the rating tag but it is not listed here, nor do I see any obvious links to an article that describes the process. Importance

How are the importance levels of articles decided? For example, would it be fair to say that complimentary terms would be of equal importance, or does the topic of each and people's opinion take precedence? - Jimmi Hugh (talk) 15:08, 4 January 2009 (UTC)[reply]

Group of users who assess?

Is there a designated group of users who assess articles? Can any editor attempt to asses an article they come by using the outlined criteria? Paulish (talk) 05:04, 22 April 2009 (UTC)[reply]
