Request reason:

I was summarily blocked indefinitely for "personal attacks and harassment". I admit that I was annoyed and so I added some things to C.Fred's page. But I want to contribute constructively, and many people are blocked only for a day or two for doing far worse than I did. I feel that the full procedure wasn't followed and I wasn't given a proper chance.

Decline reason:

You were given ample warnings, and you did not stop. Full procedure was followed, as "full procedure" here means only having warned you of the consequences of your actions, and you continuing regardless.
