Right of states vs peoples

Someone added an un-sourced comment that the RDT is generally regarded as that of peoples, not states. That is correct now, although this was subject to a massive debate in the 1970s and 1980s.

The article should really have a section (with sources!) on this debate. --SasiSasi (talk) 18:57, 29 July 2008 (UTC)[reply]
