A public land mobile network is a land based mobile wireless network managed by a central public administration. PLMNs provide services such as telephonic communicatications or Internet access.

Access to PLMN services is achieved by means of an Air Interface based on radio communications between mobile phones or other wireless enabled user equipment and land based radio transmitters or radio base stations
