Full disclosure: This article has been the target of a long lasting spam campaign. That is not a valid reason for deletion. This consortium failing to meet Wikipedia:Notability (organizations and companies) however is a valid reason for deletion, and I am unable to confirm that this subject has received coverage in reliable, independent third party publications.
