A singly even numberis an integer divisible by 2 but not divisible by 4, i.e. an integer of the form 4n+2 with n an integer.

If n is singly even, then n is not powerful. n cannot be represented as the difference between two squares. But n can be represented as the difference between two powerful numbers.
