The Manual of Parliamentary Law and Procedure, by George Demeter, is a parliamentary authority. It is one of the books that form the bank of study materials used by the American Institute of Parliamentarians to test those who would receive the Certified Parliamentarian designations. Like Robert's Rules of Order, at times, Demeter's book waxes philosophical, noting, "Without rules, there would be injustice and confusion. Hence, it is as necessary to follow the rules of parliamentary law as it is to follow the rules of a ball game or a card game."[1]
