Merge proposal

Proposing a merger of the new article CCG Polar Class icebreaker to supplement information already included in the existing Polar 8 article and the CCGS Louis S. St-Laurent article. There is no formal name for the replacement vessel, nor any indication of what class it will be, aside from some media reports incorrectly stating that it is a "polar class icebreaker" (note lower case P is intentional). In all liklihood, given that the 1980s Polar 8 project would cost in excess of $1.3 billion per ship in 2008 dollars, this vessel replacing the Louis will likely just be another "Heavy Arctic Icebreaker".
