I dispute the exclamation mark after "This is random sampling within a system!"

possible missing citation

I'm not sure who wrote this example first, the one about the 8 houses on a street of 120. this website: http://www.coventry.ac.uk/ec/~nhunt/meths/system.html uses almost the exact same language word for word without citing wikipedia. also there is no citation of the above listed page in wikipedia. who is plagiarizing who?
