Currently, ArbCom grant checkuser right to individuals on a one to one basis. This is done in a behind-the-scenes fashion, with no accountability on how they chose the individual, or why they were chosen. There is not a chance for the community they serve to express any concerns or opinions about the user in question being granted the right. This is a proposal for more accountability in appointing the checkuser right, by having a community discussion, instead of a quiet hidden discussion between arbitrators.

Users who would like checkuser right should request below. 25 supporting votes from editors in good standing are required for appointment, which can only be granted by a steward. Users requesting must be 18 years or older, and be willing to identify themselves to the Wikimedia Foundation.
